Is there a difference between FortiClient "Work from Home" and FortiClient "Remote Clients"?
Yes. Remote Clients provides a network connection that is much like being in a campus building. When connected it should provide access to everything you would expect while in the office. Work from Home only allows RDP/VNC/SSH to on-campus computers.
I need access to department shared drives at home. What should I use?
If you have an SIUE laptop you should use it at home, through the "Remote Clients" VPN. If you are using a personal computer you should remote in to an on-campus computer using the RDP Gateway, or "Work From Home" VPN.
